Activities of UNDP in Georgia related with Climate Change issues

The first technical and financial assistance received by country for the implementation of climate change related issues was the first national communication to the UNFCCC supported by GEF and UNDP as implementing agency. Project "Enabling Georgia to Fulfill Its Commitments to the UNFCCC" GEO/96/G31 started in 1997 and was presented to the CoP 5 in 1999. Second phase of national communication "Capacity Building to Assess Technology Needs, Modalities to Acquire and Absorb Them, Evaluate and Host Projects"-GEO/96/G31(phase II) was implemented in 2000-2001. Eight (8) proposals for the improvement of energy efficiency in Energy and Industry sectors of Georgia were designed.

 

 Feasibility study on rehabilitation of heating systems was carried out in 1999-2000 under the UNDP/GEF –Georgian Government joint project "Removing Barriers to Energy Efficiency in Municipal Heat and Hot Water Supply in Georgia" GEO/98/G42. Pilot project for geothermal hot water supply of Saburtalo pilot region in Tbilisi was developed.

 Pre-Feasibility and Feasibility studies were implemented in 1999-2001 on potential for rehabilitation of SHPP in the framework of  UNDP/GEF-Georgian Government joint project "Removing Barriers to the Development of Small Hydro Energy Sector for Mitigation of GHG Emissions in Georgia" GEO/))/G41. Ten (10) business plans for rehabilitation of SHPPs were developed.

 On the basis of two feasibility studies above and in cooperation of UNDP and National Agency on Climate Change the new proposal to the GEF was elaborated aimed at "Promoting the Use of Renewable Energy Resources for Local Energy Supply"-GEO/02/G31/A/1G/99. Project is ongoing (started in 2004) and its main purpose is to establish the "Revolving Fund" for renewable energy development and facilitation of private sector activities.

 Regional project for 12 countries from Eastern Europe and CIS aimed at "Capacity Building for Improving the Quality of GHG Inventory"- RER/01/G31 (2004-2006) is supported by GEF and is now under implementation.

 "Stocktaking exercise" for the preparation of second national communication proposal UNDP/GEF project N00034839 was conducted in 2004. Proposal is prepared and submitted for national endorsement.

 Case study: CDM Designated National Authority in Georgia was carried out in January-March 2005. Purpose of the study is to identify the possible participation of UNDP in capacity building of DNAs.

 KfW

 

 

Since the mid 1990s, the KfW has actively supporting SME and financial sector development in Georgia. After the collapse of the collective farming systems, the rehabilitation of the agricultural sector was fostered by credit lines made available through private commercial banks to small and medium farmers. In order to stimulate entrepreneurial activities, in the late 1990s KfW took the lead in founding the Microfinance Bank of Georgia together with other international donors as IFC, EBRD and later FMO and Commerzbank. The originally small bank has grown substantially in the meantime and has granted more than 14,000 loans to SMEs. KfW is currently establishing a credit guarantee fund in Georgia permitting selected and qualified private commercial banks access to cheap refinancing to be used for SME lending.

 

In the energy sector, the KfW has been involved in the rehabilitation of the Gardabani thermal power plant and is currently discussing with the Government the rehabilitation of the Vartsikhe 180 MW hydro power plant. In addition, the KfW has provided support for upgrading and rehabilitating the national transmission and distribution system. 95. In 1996-97, the KfW conducted a study for the rehabilitation of the municipal heat and hot water supply system in Tbilisi (“Studie zur Wärmeversorgung von Georgien am Beisbiel des Grossraums Tbilisi”). Given the existing institutional and financial barriers, however, the feasibility study has not led to any further investments. 96. As a part of this project preparatory process, the KfW conducted in spring 2002 an additional evaluation study of potential small hydro and wind energy projects that could be considered for financing under the proposed joint credit scheme of the KfW and the UNDP/GEF. While the wind energy was not considered as feasible for financing yet, the small hydro power projects received a positive mark.

 

Currently the establishment of Revolving fund for renewables is planned under the KfW/GEF grant to the Georgian Government. Technical assistance programme to this fund in implementing by climate change administration in cooperation with UNDP.

 Institute of Hydrometeorology

Since 1996 Institute of Hydrometeorology of the Georgian Academy of Sciences is actively involved in the implementation of the National Climate Change Program. In 1997 -1999 a group of experts from this institute participated in the preparation of Georgia’s Initial National Communication (INC) under the UNFCCC. They cooperated in carrying out the first national GHGs inventory, in the assessment of vulnerability and adaptation options in water resources and agriculture, in the analysis of climate elements' variability. Later on the members of the Institut took part in the implementation of projects devoted to the study of energy efficiency, development of Small Hydro Energy sector and survey of glaciers in Georgia. At present the Deputy Director of this institute is performing the functions of local coordinator of current EuropeAid project in Georgia.

Along with the institutes of the Academy of Sciences other institutes are also involved in activities related with the Climate Change problem. In particular, scientists from Tbilisi State University were participating in the implementation of National Climate Change Program being engaged in the determination of trends of climatic elements' variability. During the preparation of the INC they studied the vulnerability of the Black Sea coastal zone in Georgia and performed the adaptation analysis.

Group of scientists from the Georgian Technical University made significant contribution to the implementation of subsequent to the INC projects. With their active participation the problems of capacity building to assess technology needs in Georgia, modalities to acquire and absorb them were investigated in 2000-2002. The conditions for the introduction of energy efficient technologies have been examined as well as prospects of small hydro energy sector development. 8 proposals on improvement of energy efficiency have been developed.

Ministry of Agriculture

During the preparation of INC (1997 - 1999) the Ministry of Agriculture provided the participation of experts and supply of data on the disposition and productivity of major crops in Georgia, as well as the determination of Initial data for the vulnerability and adaptation assessments in Georgia agriculture in view of anticipated changes of climate.

In 2004 the Ministry experts took part in the self-assessment exercise. It is planned to continue the cooperation between the Climate Change Administration and the Ministry of Agriculture on the relevant parts of SNC.

Ministry of Economic Development

In the process of preparation of INC the Ministry of Economics provided the expert team and the information necessary to work out policy and measures to mitigate the GHG emissions in different sectors of Georgian economy. In the follow up projects (1999 - 2002) the Ministry of Economic Development took part in the assessment of energy efficiency raising potential for its large enterprises (Rustavi Metallurgical Works, JSC “Azoti”, Rustavi Cement Olant) and in the survey of Georgian Industry Sector in 1990 and 2000.

The Transport Department of the Ministry of Economic Development since 2003 is actively collaborating with the Climate Change Administration in the implementation of a regional project aimed at the improvement of the quality of GHG inventories. For this project data are provided on the consumption of fuel and GHG emissions from the motor transport in different years. Experts from the Department took part in the self - assessment exercise in 2004 and it is planned to involve them in the preparation of PINs and PDDs in the framework of gradual adoption of CDM in Georgia.

The Ministry of Finance is providing necessary assistance to the Climate Change Administration in the implementation of national Program on Climate Change. At the same time it is cooperating with the number of international financial institutions (KfW, EBRD, WB) in financing the Climate Change related projects, as well as in activities directed towards the establishment of renewable Energy Revolving Fund. The Ministry plays an important role in the creation of healthy investment environment for the development of CDM process in the country.

Since 1997 the staff members of the Climate Change Administration are actively participating in sessions of COP the ruling body of the UNFCCC and in the activities of its Subsidiary Bodies. The Ministry of Foreign Affairs is providing them with necessary assistance to ensure their participation in these numerous meetings along with supporting the Climate Change Administration in making contacts with the number of international organizations (TACIS, European Commission) and strengthening ties with them.

Ministry of Health

The change of climate is seriously affecting the human health. However, this aspect was not examined in the INC and in the SNC it is planned to fill this gap studying the current  and anticipated climate change impact on human health in different regions of Georgia. Experts from the research institutes of this Ministry (Institute of Sanitation and Hygiene, Center for Balneology, Physiology and Medicinal Tourism) took part in 2004 in the self assessment exercise. The wide participation of them in research on climate change related problems is planned in the framework of SNC.

Ministry of Energy

Ministry of Energy is one of the leading state bodies, the activity of which is connected with about 80% of GHG emissions from the territory of Georgia.

In the framework of Initial National Communication the Ministry of Energy provided the expert team end the data on energy generation, transmission and consumption in Georgia in 1980 - 1997. These data were used for the elaboration of first version of National Action Plan on Climate Change.

After the preparation of INC in the period of 1999 - 2002 the Ministry of Energy intensively participated in the implementation of the consequent two projects, related to the investigation of possibilities for the restoration of municipal heating systems in Georgia, and primarily in Tbilisi, as well as capacity building in Georgian energy sector for the adoption of energy efficient technologies from the developed countries. In 1999 - 2001 Ministry of Energy was the curator of the project aimed at the rehabilitation of small hydro energy sector in Georgia, and in 2004 experts from this Ministry took part in the self-assessment exercise carried out to prepare the basis for the preparation of Second national Communication (SNC). All these activities were performed under the direction of National Agency on Climate Change.
