In 1999 the Georgian Parliament ratified the Kyoto Protocol and the country requested assistance from international donors and developed countries for CDM capacity building.
In 2002, ICF Kaiser (within the framework of a World Bank project) conducted the first international study on Georgia’s potential to participate in CDM that focused on the forest sector. The study emphasized, inter alia, that establishment of DNA is required for the country to participate effectively in the CDM process. This conclusion facilitated designation of DNA in Georgia.
In 2003 the National Agency on Climate Change (NACC) was appointed as the Designated National Authority (DNA) in accordance with the Modalities and Procedures of CDM.
In November 2004, a Memorandum of Understanding on cooperation in the area of CDM projects was signed by the Government of Georgia (Ministry of Environment) and the Government of Denmark (Ministry of Environment). Several proposals aimed at reducing greenhouse gas emissions were selected for implementation within the framework of this Memorandum.
In January 2005, a new governmental resolution on the DNA delegated this authority to the Ministry of Environmental Protection and Natural Resources of Georgia. The new structure and sphere of responsibilities for the DNA have not yet been approved. A Draft Resolution on DNA establishment, CDM project approval procedures and project selection criteria are being considered by the Government of Georgia.
No CDM project has yet been approved by Georgia. Fifteen PINs from different sectors (fertilizer plant, natural gas transmission pipeline, city gas distribution network, two landfills, CHP, energy efficiency) have been submitted to the DNA so far. Ten out of the fifteen submitted PINs focus on small-scale renewable energy sources (wind, HPP, geothermal). No single PIN has been developed to fit the project design document format. Proposed projects are being evaluated by the Danish CDM programme and Europe AID; it is planned to have up to 4-5 PDDs ready in 2005.
Since April 2004 Georgia is involved in the implementation of the European Commission regional project "Technical Assistance to Armenia, Azerbaijan, Georgia and Moldova with respect to their Global Climate Change Commitments". The main objectives of the project are:

To develop local capacity in GHG emission forecast modeling and assessment of sectoral GHG mitigation potentials and options. |
