for the Second national CDM process workshop:

Basic information on the Kyoto Protocol and CDM.

Batumi, Georgia

On 1 March 2005 the second national CDM process workshop for the European Commission project N EuropeAid/115123 was held in Batumi, Georgia. Among the 21 participants of the workshop were leading experts of the Climate Change Department of the Ministry of Environment, Environmental Protection managers from the large industrial enterprises of Tbilisi, Rustavi, Kutaisi and Batumi, representatives of Environmental Protection Administrations from Ajara Region and city of Poti, representatives of Georgia Energy Efficiency Center, PA Consulting Group (USAID), Training Company CIT and some academic institutions (see supplemented list of participants).

According to the Training Needs Assessment and Training Workshop Plan, the subject of the seminar was Basic information on Kyoto Protocol and General features of CDM process.

Agenda of the workshop included following presentations and discussion on corresponding topics:

1.      Climate change in Georgia and its possible impact on coastal zone and other ecosystems (B. Beritashvili)

2.      Basic information of Kyoto Protocol and the CDM (M. Shvangiradze)

3.      Determination of CDM project activities and related issues, baseline, additionality, etc. (P. Janelidze)

The workshop was opened by the Head of Sustainable Economy Division of the

Climate Change Department P. Janelidze. He briefly described the aims of the meeting and the importance of the seminar for the beginning of CDM process in Georgia and its role in the promotion of country's sustainable development.

            After this the workshop participants presented themselves to the audience and gave brief information on the activities carried out in their respective institutions in relation with the Climate Change problem. Special emphasis was made on the vast potential of GHG emissions reduction in such large enterprises like "Tbilgazi", "Sakcementi", "Azoti" and others. The Director of Batumi Marine Ecology Institute, hosting the workshop, A. Komakhidze presented a brief overview of activities undertaken in his institution in the field of biodiversity and application of renewable sources of energy.

            The Project coordinator in Georgia B. Beritashvili presented a lecture on the recent trends of climate change in Georgia, their anticipated impact on country's economy, especially on the Blake Sea coastal zone. He made comments and gave additional information on the report "Possible negative impact of climate change in Georgia" which was prepared by the Head of Climate Change Department G. Lazrievi and was disseminated among workshop participant along with other materials made ready in advance by him. B. Beritashvili distributed as well among the participants materials from the newly prepared project web-site and Glossary of Terms related with Climate Change problem, and made relevant comments and explanations. P. Janelidze summarized this presentation by pointing out that all discussed ideas have to be analyzed from the sustainable development standpoint. He stressed the importance for Georgia to take part in the CDM process and the necessity for the participants to be prepared for the development of PINs for the potential CDM projects.

            M. Shvangiradze, the Head of National Policy Division of the Climate Change Department, presented a lecture on the details of the foreseen procedures for the development of CDM project. She underlined urgency for such activity in the coastal zone of the Blake Sea in view of the sea-level rise and the slow sinking of Kolkhida Lowland that could bring immense problems to the economy in this Region. M. Shvangiradze briefly discussed all 3 mechanisms of the Kyoto Protocol and presented examples of how these mechanisms are used for the economic benefit of countries cooperating in the field of emissions reduction. She gave an overview of procedures which are necessary for the development of CDM project and examined in detail the work connected with the preparation of PINs. In the end M. Shvangiradze answered many questions concerning the mechanism of investments in the project, the benefits gained by the project, the collaboration between public and private sectors, the validation and verification procedures, the establishment of DNA in Georgia, etc.

            P. Janelidze delivered a lecture, in which he discussed in detail some major stages of RE/EE project preparation – validation, verification and reporting. He stressed that in view of vast financial potential associated with the monetarization of CERs, it is of urgent importance to follow strict rules in this activity. P.Janelidze examined in general terms a methodology of baseline construction making emphasis on the description of additionality. He overviewed some examples of CDM PDDs developed in Columbia, Korea, India and China and analyzed difficulties connected with the argumentation of additionality. P. Janelidze answered questions concerning his presentation and finally summarized the workshop by stressing the need for the workshop participants to reveal the subjects for potential CDM projects and to prepare relevant materials for corresponding PINs.

            In the end of the seminar B. Beritashvili briefly informed the workshop participants on main results of activities undertaken in the framework of current EuropeAid project, suggesting the prospects for the third series of project workshops which are to be held in Tbilisi in the middle of March and will be devoted to CDM Project Cycle and PIN, PDD, CDM Additionality Tests and the Development of Baselines.
