1. Ten to fifteen top-level decision makers in each beneficiary country have a
deeper understanding of the Kyoto protocol and climate change issues; 2.
Improved institutional capacity for hosting CDM projects in each beneficiary
country and development of an Action Plan that includes the internal
infrastructure to handle CDM projects and national selection criteria and
approval procedures for CDM projects.
3. Enhanced technical CDM capacity in each beneficiary country, including
- recommendations on local application of international baseline principles and
modelling of GHG
emission trends;
- information on local needs for technology transfer;
- procedures for monitoring, verification and certification of CDM projects;
- identification and preparation of at least 2 potential CDM projects in each
beneficiary
country, including preliminary project description, and baseline
and financial
assessment;
- a set of training and information materials on CDM issues is available.
4. Five to ten high-level decision makers and experts trained in each
beneficiary country through:
- one high-level retreat workshop;
- two national workshops/round tables (on UNFCCC and Kyoto Protocol, and on
CDM
issues);
- training on CDM issues of at least 3 experts of each relevant ministry;
- at least 5-10 experts trained on monitoring and verification of CDM projects.
Fichtner/Linden/Fraunhofer ISI/CESI Consortium 9 5. Support the network activities between the countries of the region and
other NIS through one regional conference of no less than 60 people on UNFCCC
and Kyoto Protocol issues. 6. Establishment of a bilingual national climate change website in the
beneficiary countries or improvement of existing ones. 7. A Handbook developed on regional and country specific climate change and
CDM issues, and Kyoto protocol requirements, including case studies.
8. Publication and dissemination of printed material on climate change and CDM. 9. A local public awareness campaign though printed mass media and TV. |
